The Tulare County Association of Governments (TCAG) has prepared a federally funded Overall Work Program each year since FHWA designation as a Metropolitan Planning Organization (MPO) following the 1980 census. Additionally, Visalia California is designated a Transportation Management Area (TMA) as a result of the 2010 Census. Therefore, TCAG has a new level of planning requirements including the development of a Congestion Management Process. This work program will continue the comprehensive transportation planning required of each MPO in the United States.
