TCAG Draft 2018 Regional Transportation Improvement Program (RTIP)

The Regional Transportation Improvement Program (RTIP) indicates the area’s short-term plan for use of RIP and IIP dollars for transportation projects over the next five fiscal years beginning July 1, 2018.  The draft 2018 RTIP “document” will be completed by November 2017. A public hearing on the Draft 2018 RTIP will be held by the TCAG Board on November 13, 2017. Adoption of the Final 2018 RTIP is scheduled for the December 11, 2017 TCAG Board meeting. The 2018 STIP Fund Estimate adopted by the CTC shows $18.805M in new revenues for the Tulare region plus a prior share balance of $10.751M for a total of $29.556M available in new capacity to program in TCAG’s 2018 RTIP. Advanced Project Development Element (ADPE) funding was reinstated under the 2018 STIP. ADPE funding can be used for PA&ED and PS&E only and is tracked separately from regular STIP shares.

Staff has prepared a financial programming plan in consultation with Caltrans District 6. Per the direction of the TCAG Board, TCAG staff continues to program all available RTIP funding for projects on the State Highway system. The plan also includes a significant amount of Interregional Transportation Improvement Program (ITIP) funds that have recommended by Caltrans for the Tagus 6-Lane Widening Project and the Tulare City Widening Project. The Draft RTIP proposed by TCAG and the Draft ITIP proposed by Caltrans are shown below.

 

RTIP
