TCAG participates in programs and projects that serve to move goods and people other than the automobile. Those alternative forms of transportation include bicycle, aviation, rail, and pedestrian. BicycleBicycling is seen as an alternative transportation mode. It is considered one of the most cost-effective ways to reduce air pollution, traffic congestion, wear on local roads, petroleum consumption and demand for additional roads. The Regional Bicycle Plan is intended to provide a backdrop towards making bicycling an integral part of daily life in Tulare County. The Tulare County Bicycle Transportation Plan has been developed through the efforts of the Tulare County Association of Governments (TCAG) and the member agencies - Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare, Visalia, and Woodlake - local cycling clubs, local service clubs and citizens interested in improving the bicycling environment in Tulare County. Without the sustained efforts of these organizations and citizens, the Regional Bicycle Plan would not have been developed. Though prepared under the auspice of TCAG, this plan is intended to serve all local jurisdictions, and most importantly, the citizens of Tulare County.

AviationTCAG collaborates with its member agencies operating municipal airports. A Capital Improvement Program (CIP) is developed and recommendations forwarded to Caltrans Division of Aeronautics. Additionally, TCAG reviews and provides comments to the California Aviation System Plan, the Tulare County Comprehensive Airport Land Use Plan, and local Airport Land Use Compatibility Plans. RailTCAG has participated in the State’s Rail Right of Way Survey Study. This Study identified existing rail corridors, potentially abandoned and abandoned rail corridors. These rail corridors could serve other modes of transportation by purchasing the right-of-way. TCAG participates with the California High Speed Rail Authority. The Authority is working with regional and local agencies on developing a high speed rail system in California. Routes would go along the Coast and the Central Valley. TCAG has conducted a feasibility study that would connect the transit centers of Visalia and Tulare with a light rail system. Three routes, the SR 99/198 route, the Mooney Boulevard route, and the Sante Fe rail corridor route. Meetings between the cities and the County will determine which route serves the citizens best. TCAG serves as a member or the Technical Advisory Committee to the San Joaquin Valley Rail Corridor Committee. It is TCAG’s goal to establish a commuter rail service along the Union Pacific rail corridor (adjacent to SR-99) between Bakersfield and Fresno, serving the needs of Tulare County. PedestrianTCAG has conducted public workshops on making communities more walkable. TCAG can provide public presentations through a request for those communities desiring such education. TCAG encourages its member agencies to apply for TE, CMAQ, and Safe Routes to School programs to receive funding for those pedestrian related projects.
